...seems very willing to speak, but not as keen on the nitty gritty of actually voting...

I&#039;ve been told that this is because he&#039;s a Law Lord, and they can&#039;t speak. The performance data seems better suited to the Other Place; perhaps it needs a tweak for the Lords. (Unless you want to give the impression that they never do anything of course!)</description>
